When you open the topic you see the bar to the right of the topic itself with controls for reply and notification preferences but when you scroll the topic down at some moment you don’t see these controls anymore.
This is because it appears under the post under watching and the reply button. It appears on the side temporarily as a quick button to either reply immediately there or to decide to watch the topic for new activity.
