If there was a way to make trash bounties happen without people making the problem worse by trying to game the system, we could get a virtuous cycle going.
There would have to be collective accountability. E.g. less cheap loans for a group of homeless people in the program who got caught spreading trash so others in the group would collect it.
Another way to improve accountability would be to have unique QR codes for each Point of Sale, so if a lot of McDs trash is found somewhere then that place can get per-customer trash tracking. Most likely it’s 10% of the people causing 90% of the problems.
